Recent Litigation on Tree and Natural Features Ordinances in Michigan - Richard Norton

Property owners in Michigan have sued local governments over their tree and natural features preservation ordinances, alleging a number of constitutional complaints. Three cases have been heard, or are being heard, by federal and state appellate courts within the past several years. This presentation, made by a community planner and lawyer who has filed friend of the court appellate briefs on behalf of the Michigan Association of Planning, will review the issues raised by these cases, the outcomes of the cases, and implications for future ordinance design and implementation.

Review of the 2022 MI Tree Valuation Guide 12th Edition - Pamela Blough

The new 2022 Michigan Tree Valuation Guide, 12th Edition, replacing the 11th Edition, has been published by the Michigan Forestry and Park Association, Inc., (MFPA). The Guide is THE benchmark publication utilized in Michigan to assist arborists in determining the monetary value of injury caused to trees which results in decline, damage or death of trees. The original Guide was published in 1931 and continues to be updated as appropriate by the Michigan Tree Valuation Guide Committee. The Guide is copyrighted by the MFPA and all proceeds from the book sales are utilized to provide student scholarships and fund forestry related scientific research in Michigan. This session will provide a discussion and overview of the new guide, updates, and more specific discussion on the key charts and basis of information found in the Guide. This presentation will introduce attendees as to how the guide can be applied to field conditions for the Valuation of trees found in various environments such as residential landscapes, commercial settings, utility corridors, landmark trees, etc. Presenters of this sessions will include members of the Tree Valuation Guide Committee.

As arborists, we all know trees have value. But how does one go about determining tree loss in monetary terms? In this session we will discuss the various tree appraisal problems typically encountered and review tree appraisal practices including the CTLA Guide for Appraisal 9th and 10th Editions, and newly published Michigan Tree Valuation Guide, 11th Edition.

Oak Wilt Research in Michigan & MSU Update - Dr. Monique Sakalidis
Oak wilt, a result of Bretziella fagacearum infection in a susceptible oak, has been reported in 26 states in the U.S. and the continuing spread continues to be of high concern in the US and Canada as OW can kill mature red oaks within 3 to 6 weeks of infection. The Sakalidis lab has been conducting research on oak wilt since 2016. We will provide a research update on the epidemiology, biology, management and detection of this disease.

Spotted Lanternfly - Dr. Deb McCullough
The 2022 detection of spotted lanternfly in Oakland County means that we will soon be dealing with this invasive pest. Although Tree of Heaven is the preferred host of SLF, SLF can feed on many other trees and woody vines. We will cover SLF biology, its current distribution along with hosts & impacts. Information on current management tactics for trees in urban and residential areas will also be provided.

EAB and Our Post - Invasion World - Dr. Deb McCullough  
Emerald ash borer, which got its start in Michigan, has become the most destructive forest insect to ever invade North America. We will look at the current status of EAB (nationally and in MI) and briefly address biocontrol efforts. Much of this presentation will focus on adaptive management of EAB and ash trees in post-invasion areas that characterize much of Michigan.

Multiple insect pests and pathogens pose a risk to Michigan trees. This presentation will cover several emerging and ongoing issues that the MSU Plant and Pest Diagnostic Lab and extension educators have encountered. This includes spotted lanternfly, beech leaf disease and other foliar and soil pests.

Partner Ecosystem Builds Diverse Utility Arboriculture Workforce - Terrill Lockheart/Mike Pittman
DTE Energy and the International Brotherhood of Electrical Workers Local 17, both in Michigan, will share two utility arboriculture training programs created to increase diversity, equity and inclusion in the industry's workforce.

The two community-based initiatives are recruiting and training local talent into utility arboriculture professions through a one-of-a-kind education and professional development curriculum, including financial and digital literacy, customer service certification and CDL licensing in addition to the industry-specific learnings that places our program graduates on secure footing to excel in their classifications, thus improving worker retention.

Our first program, part of Parnall Correctional Facility’s Vocational Village, launched in 2019 and trains soon-to-be returning citizens in line clearance and vegetation management with 100% of graduates enjoying Day 1 employment with DTE Energy tree trimming vendors and placement in IBEW Local 17’s apprenticeship program. The second, the DTE | IBEW Tree Trim Academy, is a Detroit-based program adjacent to Rouge Park’s 1,100 acreage and draws local diverse talent through nonprofit community partnerships with Focus: HOPE and Detroit at Work. All 2021 and 2022 graduates were offered employment and entry into IBEW Local 17’s apprenticeship pipeline. Both programs unite union, private business, and government entities along with nonprofit community partners and utility arboriculture vendors, such as Asplundh, Davey, Kappen, Lewis, and Wright, to build a robust, diverse workforce reflective of the customers and communities we are privileged to serve.

Rights-of-Way Stewardship: Corridors as Habitats - Randy Miller
Many words have been used to represent the threat posed by trees. In forestry, “danger tree” generally refers to threats to workers, and in arboriculture “hazard tree” generally refers to threats to surrounding targets. The use of the term “risk” has recently gained favor. This presentation reviews the current and past literature, identifies trends, and provides recommendations on usage for current practitioners.

Urban growth is projected to add close to 100 million acres of urban land to the United States by 2060. Trees and forests in cities have acquired greater significance as “green infrastructure,” providing services such as stormwater reduction, carbon storage, energy savings, and public health benefits. But urban forestry remains vastly underfunded, making it a challenge to plant, preserve, and maintain urban tree canopy.

In this Zoom session, City Forest Credits and Trees Forever will share how urban forest carbon credits can provide a much-needed new source of revenue. Through the example of the Trees Forever’s Reforesting Des Moines Carbon Program, learn more about how to scope and execute a successful carbon project that aligns youth workforce training, community engagement, and equity.
